Background
The Political Parties (Amendment) Bill, 2022 seeks to implement resolutions of the 12th Parliament arising from its approval of the 5th Report of the Procedure and House Rules Committee on Amendments to the Standing Orders. The sharing of coalition agreements with Parliament helps determine questions regarding the entitlements of political parties and coalitions, which are directly tied to the number of Members they hold in each House.
Key Amendments
The Bill amends Section 10 of the Political Parties Act, 2011 (No. 11 of 2011) by inserting two new subsections:
- Section 10(5): Directs the Registrar of Political Parties to convey a certified copy of any deposited coalition agreement to the Clerk of each House of Parliament within 15 days of receipt.
- Section 10(6): Mandates that the Registrar specify the original date of deposit when conveying the agreement.
Transitional Provisions
Section 3 of the Bill outlines requirements for agreements deposited before the commencement of the Act:
- Seven-Day Deadline: The Registrar of Political Parties must convey certified copies of all pre-existing coalition agreements to the Clerk of each House of Parliament within seven days of the Act coming into force.
- Date Verification: The Registrar must indicate the original deposit date for each of these pre-existing agreements.
