Background
In January 2009, the Parliamentary Service Commission appointed the Akiwumi Tribunal to review the terms and conditions of service for members and employees of Parliament. On November 12, 2009, the Tribunal submitted its report, recommending that approximately 500 former Members of Parliament be paid a living pension equivalent to 1,000 USD per month, effective July 1, 2010.
The Parliamentary Service Commission adopted the report in June 2010 and resolved that former members earning a monthly pension of less than KSh 100,000 should have their payments raised to a minimum of KSh 100,000. The Parliamentary Pensions (Amendment) Bill, 2023 seeks to codify this resolution into law to support the welfare of former legislators.
