Direct Nominations to the President
The Bill deletes the requirement for the Public Service Commission to shortlist candidates and the Cabinet Secretary to transmit them. Instead, the university Senate will forward three identified names directly to the President.
90-Day Limit to Identify Candidates
The university Senate must consult stakeholders and identify suitable persons for the Chancellor position within ninety days from the date the vacancy occurs.
20-Day Presidential Appointment Deadline
Upon receiving the three names forwarded by the Senate, the President must appoint one person as the Chancellor within twenty days.
Gender Balance in Nominations
The Bill inserts a new requirement (paragraph 2A) dictating that, in identifying candidates, the Senate must ensure at least one person of either gender is represented among the proposed names.

Background
Under the existing Second Schedule of the Universities Act, 2012, the process of appointing a Chancellor for a public university involves multiple bureaucratic stages. The university Senate first identifies candidates, who are then submitted to the Public Service Commission (PSC) for shortlisting. The PSC then ranks three candidates and forwards them to the Cabinet Secretary, who transmits them to the President for final appointment.
According to the Bill's Memorandum of Objects and Reasons, this multi-layered procedure is long, time-consuming, and discourages eminent personalities from applying or being considered for the position. The Bill seeks to bypass these intermediaries, creating a direct path from the university Senate to the President.
