Clause 6 establishes the National Livestock Feeds Reserve, which will hold physical stocks of livestock feed as warehouse receipts or cash equivalents. The reserve aims to provide emergency feed supplies during droughts, mitigate food shortages, and control price volatility.
Mandatory 0.5% County Budget Allocation
Under Clause 7(2), each county government must allocate at least 0.5% of its annual budget toward implementing its county drought resilience plan. Allocations must consider the county's financial capacity, historical drought severity, and livestock population.
New County Livestock Enterprise Development Funds
Clause 8 requires counties where livestock farming significantly contributes to the local economy to establish a County Livestock Enterprise Development Fund. Funded by county appropriations, grants, and investments, the fund will provide:
- Grants to livestock owners for emergency interventions;
- Restocking loans for pastoralists after drought-related losses;
- Credit facilities and loans for micro, small, and medium livestock enterprises.
Feeds Risk Data Management System
Clause 5 directs the Cabinet Secretary, in consultation with the Council of County Governors, to develop and maintain a centralized Feeds Risk Data Management System. Background
The Livestock Protection and Sustainability Bill, 2024 is designed to address the vulnerabilities of Kenya's livestock sector to climate-induced shocks, particularly slow-onset droughts. Recognizing that livestock is a cornerstone of both national and county economies, the bill establishes coordinated mechanisms between the national and county governments to manage feed resources, establish strategic reserves, and provide financial relief mechanisms for pastoralists and livestock-related businesses.
New Obligations
National Government Responsibilities
Under Clause 3 and Clause 5, the Cabinet Secretary for livestock is obligated to:
- Formulate national policies on livestock management, disaster mitigation, and feed reserves;
- Establish the National Livestock Feeds Reserve;
- Develop and maintain the centralized Feeds Risk Data Management System in consultation with the Council of County Governors.
County Government Responsibilities
Under Clause 4 and Clause 7, County Executive Committee (CEC) members responsible for livestock must:
- Develop and implement local livestock protection and disease prevention strategies;
- Establish and maintain local fodder banks and county strategic livestock feed reserves;
- Formulate a County Drought Resilience Plan, incorporating historical patterns, vulnerability assessments, and climate trends;
- Allocate at least 0.5% of the county's annual budget to execute this resilience plan, and submit annual progress reports to the County Assembly for approval.
County Livestock Enterprise Development Fund
Under Clause 8, qualifying counties must enact local legislation to establish a County Livestock Enterprise Development Fund to issue grants, restocking loans, and credit facilities to local agro-pastoral micro and small enterprises.
