Council of Legal Education Authorized to Set Admission Standards
Amends section 16 of the Kenya School of Law Act (Cap. 16C) to mandate that admission requirements to the School are those prescribed by the Council of Legal Education under section 8(3)(a), (b), and (c) of the Legal Education Act.
Abolition of the Second Schedule Admission Rules
Repeals the Second Schedule of Cap. 16C in its entirety. This eliminates the static statutory entry requirements—such as specific KCSE mean grades and language minimums—previously required for the Advocates Training, Para-Legal, and Continuing Professional Development programmes.

Background
Under the current statutory framework, the admission criteria for courses offered by the Kenya School of Law are rigidly prescribed under the Second Schedule of the Kenya School of Law Act (Cap. 16C). This structure limits the regulatory flexibility of professional bodies to adjust admission requirements to match shifting trends and needs in the legal sector.
Key Amendments
Transfer of Admission Standards Authority
- Section 16 Modification: The Bill deletes the phrase "set out in the Second Schedule for that course" from Section 16 of the principal Act. It substitutes this with "prescribed by the Council of Legal Education under section 8(3) (a), (b) and (c) of the Legal Education Act, for that course."
- Repeal of the Second Schedule: The Bill repeals the entire Second Schedule of Cap. 16C, removing the specific, statutory academic thresholds previously required for admission into the Advocates Training Programme, the Para-Legal Programme, and the Continuing Professional Development Programme.
