New Beneficiary Status for Meteorological Services
The Bill proposes to allocate a portion of the air passenger service charge proceeds to the Kenya Meteorological Service Authority. This funding is intended to support the Authority in financing its key statutory responsibilities and functions efficiently.
Consolidation of Tourism Funding
The amendment redirects the tourism portion of the service charge to the Tourism Fund established under the Tourism Act (Cap. 381), replacing the previous allocation to the Tourism Promotion Fund. This is designed to:
- Support the financing of tourism-related projects from a single consolidated source.
- Limit the duplication of roles in public resource utilization.

Background
Currently, proceeds collected from the air passenger service charge under Cap. 475 are distributed between the Kenya Airports Authority, the Kenya Civil Aviation Authority, and the Tourism Promotion Fund. The Air Passenger Service Charge (Amendment) Bill, 2025 seeks to alter this distribution to improve efficiency in public resource utilization, reduce administrative duplication, and ensure key aviation-related services like meteorological reporting are adequately funded.
Key Amendments
Amendment of Section 3 of Cap. 475
Section 2 of the Bill replaces section 3(3) of the Air Passenger Service Charge Act. The new provision mandates that all proceeds from the passenger service charge be apportioned by the Cabinet Secretary, via a Gazette notice, among:
- The Kenya Airports Authority
- The Kenya Civil Aviation Authority
- The Tourism Fund
- The Kenya Meteorological Service Authority
Consequential Amendment to Cap. 381
Section 3 of the Bill amends section 66(2) of the Tourism Act (Cap. 381) by inserting a new paragraph (ca). This amendment officially designates the proceeds received under section 3(3) of the Air Passenger Service Charge Act as part of the moneys to be paid directly into the Tourism Fund.
