Background
The primary object of The Registration of Persons (Amendment) Bill, 2025 is to ease the identification card registration and acquisition process for young Kenyans. By establishing school-based registration schemes and dedicated delivery points, the Bill seeks to make identification documents highly accessible to eligible secondary school students without requiring them to travel to registrar offices or incur fees.
Key Amendments
Amendment of Section 6 of Cap. 107
The Bill introduces new subsections (1A) and (1B) to Section 6 of the Registration of Persons Act. This amendment establishes a structured, school-focused national registration exercise. It specifies that:
- The Principal Registrar must conduct a national registration programme by the last day of August each year to register eligible secondary school students.
- The programme must collect details for secondary school students who will become eligible for registration between the close of the August drive and December 31st of that calendar year.
- The entire registration process under this school-focused programme must be free of charge.
Amendment of Section 9 of Cap. 107
The Bill inserts a new subsection (1A) into Section 9 of the Act, which creates a duty to distribute completed identity cards through students' learning institutions. It requires that identity cards issued under the national registration programme be delivered free of charge to:
- The secondary school where the student is enrolled; or
- A designated collection point, in cases where the individual has already finished or left school.
